Other than for publicity purposes, do rankings really matter? Especially if they are based on publication counts, which doesn’t seem like a very representative metric since it's skewed in favor of bigger departments (such as Edinburgh) .

As I understand is publication counts divided by number of faculty members so it should be normalized by that. Anyway I'm not advocating the use of this rankings. I think they might be informative to choose particular universities (given a research topic) to do a PhD.
