Also damning for attracting international students. We can’t apply for federal loans or work off campus to bolster our stipends. I’ll have to drop out of my program if this becomes a reality

Not really. You don't pay taxes on plenty of things. Food for instance. It's in the national interest to have an educated populace, not to force students into untenable debt.
