I've had a few people ask me for advice on how to "break into the industry" in the past few weeks. It's hard! It's really hard! And it's absolutely OK to feel lost or hopeless about it. There is no "perfect recipe" for success and it takes a long time or astronomical luck!
That doesn't mean it's impossible! There are definitely things you can and should do to give yourself an advantage while applying. You're applying to an extremely competitive industry with limited roles. Take care of yourselves during this process. You're the most important.
It's usually a little bit of both, and even then there's no guarantee that will happen. You've just gotta get out there and take that risk if it's something that you really believe in. Surround yourself with a good support system and keep on trying!
I’ll share my Astro-luck story:
As a hot dogs salesmen who dabbled in literature and esoteric “conceptual” theatre (I once acted in a self-directed play about an elk), I saw that @UbiMassive was looking for testers.

...eventually, uncertain about the validity of my application, I renentered their portal to edit my cover letter. Since there wasn’t an edit button, I figured I could delete the application and quickly re-upload a new one. Easy right? Turns out they deleted the job notice... >
I was rejected a whole bunch of times before I landed my current role, even from my current company the 1st time I applied, I just kept persevering! The important take-away for me was, just because an application is declined at one point, doesn't mean you'll never get the role
I debated even applying to ZeniMax. I had been out of work for 2 months, put in over 300 applications to companies for the role I've worked in and heard back from two. The rest is history and a combination of astronomical luck.
It was totally and completely right place/right time for me. I had moved to Austin 6 months prior and was simultaneously being offered a part time library job when I got the offer for this one. So so glad I didn't take that library gig.
Huge amounts of luck, timing, and placement on my end.
No perfect recipe, but there are easier ways. As an example, for QA, Keywords hires basically anything that breathes (at least in Montréal, QC). Not that gratifying of an environment, but it's good for taking that experience 
that launched me to a much nicer job!
I had this job after more than one year I was searching without really knowing what to do and how to explore this kind of job areas. I had luck, sure, but I also had good dev friends who helped me with cover letter and CV and pointed me the open position.
