Not really. When Dragon 1 first came out, NASA required new ones for like the first 4 and then only changed their tune. So, this is in keeping with NASA, only that it occurred faster.

I thought Crew Dragon was only designed for human flight once, then for cargo missions only after?

Originally, yes. But they changed to a cargo-specific version of the new Dragon for the second CRS contract. I believe the crewed spacecraft would be going on for commercial flights, eventually.
