Funny thing is that drug companies spend far more on annoying TV ads than R&D. Maybe it would be better to finance the R&D directly rather than letting them chose research by profitability rather than by the benefit of the drugs. Focus on profits brought us the opiate epidemic...

CBO analyzes based on existing&projected spend. You should be talking to big pharma, which has infamously protested that it won't be able to invest in R&D (specifically) if it's regulated in any way. That's BS, though it's been an effective threat and means to avoid regulation.

FYI one of the reasons so many antibiotic-resistant strains are out there is because antibiotics are not a great profit center. Bigger $ to be made in chronic conditions like diabetes and many forms of cancer. Patients = repeat customers with no choice about buying, over years.
