Except DOJ policy says he can't charge the President with a crime. This is what Robert Mueller said at today's press conference: “If we had had confidence that the president clearly did not commit a crime, we would have said so.”
My typing is sometimes wrong but the principle is timeless in the American system. Mueller (note correct spelling) had a two year opportunity to find President Trump (note correct spelling) guilty. He failed in a massive report. Case closed.

Robert Mueller also said that while Justice Department policy prohibits charging a sitting president with a crime, the Constitution provides for another process to formally accuse a sitting president of wrongdoing. A clear reference to Congress and impeachment proceedings.
