1. Congress is already in session. 2. House and Senate meet regularly. 3. My guess is Trump has never read the Constitution. If he has, he obviously doesn’t understand what he’s reading. Also, how’s your third wife doing with that Vatican thing?
President Trump has a Constitutional right to call congress into session. He can simply call the House and Senate into a meting according to the Constitution.

Brilliant! POTUS should definitely do it. Then at the SOTU, he should declare a national emergency, link the border wall & the payment of Homeland security staff as the emergency. Then use the emergency funds to build the wall & pay the people.
