Guanzon writes that when Marcos Jr. failed to file his ITRs from 1982 to 1985, he committed moral turpitude, a ground for DQ under the election code.
"No possible excuse for not exerting the slightest of efforts to comply with what everyone else complies with."

Marcos camp had argued that even if Marcos committed moral turpitude, he already served his sentence by paying fines. But Guanzon is not convinced by the proof Marcos Jr. submitted.

An important note: Guanzon is retiring on February 2. If ponente Commissioner Aimee Ferolino does not release her ruling by that date, Guanzon's vote will NOT be counted.
