Yes. I still think YouTube should remove the content creator from the platform. It is unacceptable to allow this to happen and if @TeamYouTube doesn't punish the creator, it will only encourage perverts to do the same.

The user the video, likely before it could be reviewed. I would have to ask to figure out if anything happened to them, and even then, I doubt they would tell me as it's private info between the user and YouTube. I would be surprised if they didn't issue a strike retroactively.
