b/c it has no versioned dependencies and not upgrading all outdated dependencies on install leads to non-reproducible builds.

Lua 5.1 and Lua 5.2 are two (rather) incompatible languages, and, IMO, should NOT be treated as two versions of a same package.

that's up to the lua maintainer. You could file a bug to request that, sounds reasonable enough to me.

Just noticed lua doesn't have a maintainer at the moment. You could volunteer, if you want.
