recently committed to making all federally funded research free to read without embargo at publication. This is a historic move for the US that has huge potential to change the world for the better. But, it also comes with a huge risk.

Publishers may simply switch to charging excessively high fees to authors and their institutions, effectively pricing out and excluding many who cannot afford them. The risk is that by making access to research free, it will make participation in research less equitable.

We call on the government to implement their policy in a way that allows everyone to participate equally in research. This will shake up publishers' business models, and so we call for a publicly funded publishing infrastructure to guarantee the ability to do research to all.

This infrastructure will create the conditions for an ecosystem of new approaches to publishing, better adapted to the modern world, from the private, public and non-profit sectors. Publishers will have to adapt and offer valuable new services rather than relying on prestige.
