That's his point though I think, the person with the most votes should win, and newsom will likely have more yes votes than any other candidate. However his odds of re election are middling, this is a undemocratic outcome.

If he has more yes votes, he will keep his job. I’m confused. I thought that was obvious? Is that not how it works?

It is not. For example Q1 keep newsome, Yes: 45 No: 55 Q2 Kevin: 25 Repub1:25 Repub2:25 R3:15 ... Kevin wins but newsom got 20 more votes in this above example.
