It isn't coherent to normalize based on gdp when we have such wealth, yes we have money it's still brutal cruel and excessive to spend it being violent to our citizenry. No one spends such an excessive quantity of money on incarceration and a police state like we do.

We imprison a order of magnitude more people than our first world peers, and no it isn't approaching the world wide average, hence the 5% of world pop and 25% of prisoners, as a wealthy first world country, this number should be an order of magnitude lower.
