I want Us incarceration, to equal or less than its peers in per capita incarceration. I want the relative safety of known purity, community guidance, sensible venue and medical care to be available to the users of currently illicit substances.

The worldwide average is 145/100000 incarcerated I would like the US to be less than that average, as a peacetime country not currently experiencing a civil war.

The debate is why he made the previous releases, which he explained repeatedly was the pandemic, the pandemic is why it was done in a hurry. Nonetheless, we are still incarcerating far too many people, and need to find other manners to resolve our differences.

Is the pandemic over?
Because my understanding is that court system you want so badly to continue its usual brutality isn't even open to do so by order of our @SF_DPH. Our mayor still has a emergency order in place, and the emergency guidance to minimize incarceration applies.
