Would you agree there’s a middle ground there, for example don’t jail anyone caught jaywalking but definitely jail repeated offenders and drug dealers of any magnitude?

"arguably" and "consensual participants" Even setting arguably aside, is buying drugs consensual? A drug addict is forced to buy drugs by his/her addiction, a dealer clearly has the upper hand in this scenario.

This is definitely not true. Pain medication that you buy at the pharmacy goes through a robust system of certification and clinical trials. Drugs you buy on the street can be literally anything. And once again, the US is not the only country that bans drugs.
