Actually Chesa won both the first choice and the rcv tolls. Either way the constituents of sf like me knew he meant reform for our cruel brutal and politically oppressive police state and voted in hope for his reforms.
I propose we permit heroine dens, and make the purveyors responsible for the immediate and long term medical consequences, the dens should be responsible to neighborhood feedback, should require medical supervision on staff, and should be heavily taxed to support rehab.

The taxpayer would not be responsible for it, and instead it would be a source of tax revenue. The facility, and medical care would be maintained with the proceeds of the sales rather than from tax revenue, and the drug dealer would be criminally responsible for a dead patron.
