Prosecuting low level drug offences is a dysfunctional and counterproductive reaction to drug usage. Promoting higher prices, and leading to increased availability, we must behave intelligently to alter the circumstances of this market , not further promote lawlessness.

Seems to me like that shows just how effective harm reduction has been in saving lives. When we shut it down we get a huge surge in overdoses.
