I will add that these dealers don't use their own product. In fact, if they do, they get kicked out. So, this isn't about those who use drugs, it's about the exploitation of those that use drugs. Two completely different things.

All I know for sure is that when I was on the street, none of the dealers I personally knew were forcibly brought here. But I have heard of this happening.

Changing the economic circumstances such that the money flows away from organized crime. Make it cheap but only available indoors under controlled circumstances, where narcan and treatments are common. Let americans out compete them.
