How does this differ from our existing system? You claim that by locking people up you reduce availability and usage, when the evidence is anything but. Evidence shows that increases in enforcement drive increases in usage addiction and violence.

Our system of prohibition is killing people, it means impure and irregular strength, and a pusher promoting it's usage. The circumstances of the drug usage more than the drugs themselves are why it's so lethal for our society.
