Not disputing that we stop using force against people who use intoxicants. I'm just pointing out that violence goes hand in hand with street level drug dealing. There's a difference.

Violence goes hand in hand with prohibition is what that piece said IMO. When disputes arise that cannot be resolved by the traditional frameworks of court and law, like is in the case with black markets, violence results. Violence is from the prohibition not the drugs.
