SF does not have a system of mass incarceration. We have a revolving door where poliece do the work of arresting criminals then our progressive DA and judges undo to progress by releasing them back to the same neighborhoods they terrorize.

Yikes, be careful where you make those statements :) you could also say, really a part of Both Europe and Asia. Turkey, too, they both have had a tremendous influence much further west. It stops in Spain, where North Africa had its influence.

You probably wanted to refer to the “EU” as a comparison, but that can break because I think the US is much more cohesive as an entity.
-
I mean if you take arizona's mass incarceration rates and compare that with turkey.... We are cohesively mass incarcerating people. in way more quantities than any civilized country has any reason to be.

Found another similar one, that’s more European. SFs rate is roughly the same as that of Ukraine. A few years ago, Ukraine was double.
-
Ukraine is a marginal first world country, and is at war with Russia? Still our incarceration rate is nothing to be proud of!

I think we differ in our interpretation of Friedman. I’m convinced that the steps you are describing would come naturally, after applying free markets. I think you want to do it in reverse, start here, and later deal with the broader system.
-
I think that there is good evidence to show that increases in enforcement lead to more violence. And Incremental decriminalization reduces violence.
