5% of the San Francisco population is Black. 37% of the homeless population is. They are over-indexed by 740%. Why is this the case? How is our mismanagement of the homelessness situation in SF perpetuating this inequality?

Please provide source. I know it’s a high % but do not believe that high (I recall high 30’s). Furthermore, significant % of crime in SF is committed by non-SF residents. Therefore, comparing only to the SF population is murky, potentially misleading.
