At what point in the history of Twitter did anonymous accounts gain the expectation that they had the right to a response to their every fact-free accusation?

Like townhalls or city hall would normally be, where citizens would have a moment to speak and questions about policy, brought by community would have answers. Twitter is now a legally affirmed public forum, and questions raised here deserve IMO responses. By staff?
