You need 4000 in the span of 12 months not over your entire channel history

Thanks for reaching out. As per the screenshot, looks like your channel doesn't meet the criteria to enable monetization. As per the eligibility requirements a channel will need 4k watch hours and 1k subscribers in the past 12 months to be a part of YPP. Hope this clarifies.

It doesn't, if you look at the first screenshot, I have over 525k minutes watched in the last 28 days. That's over 9000 hours. But when I try to monetize, I go to the page and it says 1700 hours for some reason.

YouTube considers the public watch-hours you have to be eligible for YPP. It has been explained in detail in our YouTube Roundup video that we've published in April, 2019: https://yt.be/help/SwKf . Hope this helps clarify.
