      Earth’s rotation rate relative to the stars: 23h 56m 04s. Relative to the Sun: 24h, but with a leap second occasionaly added.

          Adding a day every 4 years is too much so you skip it every century. That makes it too little so you count a leap day every 4 centuries.

          No. Years measurements differnt things than days. A leap year is because a year is approximately 365.25 days.

          If I'm not mistaken daylight saving was Ben Frank's idea to help round out the year. I could definitely be wrong but it was Ben Frank's idea
