        Voltage is irrelevant in this case; provided the right current, you can achieve the same amount of work (wattage) with varying voltage.

        They do not, but rather track kWh, or kilowatt-hours. Work over time. A watt is the product of volts times amps. More work = higher bill.

        Well, assuming the same type of lamp, theoretically you can do half as much work if you redirect half the work you were already doing.

        This is the idea behind LED street lamps. LEDs consume far less power for similar output to older lamps, so implementation may be high /1
