  What Facebook did was negligent, they should be held accountable. However, Cambridge Analytica used the data in a malicious way which has resulted is sowing discord in multiple elections around the world.

  For the uses that Kogan (& C.A.) made of FB data, FB isn't getting a cut. They're looking the other way while the data is exploited & not strictly enforcing terms of use. It's a set up for plausible deniability. FB's cut is ad spend on, & revenue generated from, the FB site.
