New York, LA, and San Francisco have miserable sprawl as well. In the case of SF and NY, it's just under different municipal governments.

Infill development is very possible. Build up the west side of SF. Park Slope has a density of 40k/sq mile, while the Upper East Side has 80k with the same number of subway stations. There's still room to grow.
