“Least American district???” What does that even mean? District with low population? District with low income? I KNOW it can’t be that he thinks there are less “Americans” in that district. That would just be ridiculous. Where do they find these people? Do they live under a rock?

Given that her district has more people living in it than live in each of two least populated states, I think it's safe to say he's just talking about people who aren't white.
