There's a lot of questions of opportunity, in both cases really. How much better would Bush's management of COVID be? Would Trump have actually resisted the neocons on Iraq?

I don't know if a strict comparison is really viable, but it's probably always worth remembering how awful George W. Bush was, I think. He's closer to Trump than he is to Obama, say.
