Yes, the Moore allegations are a LOT more serious. But that isn't necessarily all that relevant, because both the Moore and the Franken allegations may rise to the threshold of "firing offense" for voters.

It also matters that Democrats are usually seen as the party that's more concerned with sexual harassment & mistreatment of women. Which ... are great things to be concerned about! But also makes you look more hypocritical if you don't police your own.

He should resign simply because it will be easier to win in 2020 with someone else. And given the national climate, Dems should relatively easily hold onto an open seat race in Minnesota in 2018.

Flip side of this is - 2020 is pretty far away. People will likely barely care in 6 months unless a string of abuses come out. In 3 years most wont even remember or care.

While it is true that allegations about him are weaker than Moore, he would nonetheless send a powerful signal about acceptable conduct in the Senate by resigning.
