EPTCS is an arxiv overly, as is LMCS. But SIGPLAN can't do that because we're actually part of the ACM.

I don’t follow the second part. Some part of our bylaws requires us to publish exclusively with the ACM?

SIGPLAN is not a separate organization from the ACM. We can't publish ICFP in EPTCS any more than your department can decide to join SFU.

I know it’s not separate. By *why* can’t we put the proceedings in both places? What’s the rule that says we can’t? In my mind, where a PDF lives is quite separate from the organization that decides to put it there. For all I know, the whole ACM DL could be uploaded to arXiv.

The ACM Publications Board could decide to host everything on arXiv but this isn't the sort of decision that any parts of SIGPLAN as an organization get to make.

Okay and that board decides where we must put our proceedings as well? Doesn’t LICS have dual affiliation with SIGLOG and IEEE? Do their proceedings go up in both an ACM and IEEE place?

Seems like this is the case. I at least found 2018 LICS on ACM DL, and 2019 on an IEEE digital library.

I believe that LICS proceedings alternate between ACM and IEEE DLs. Similarly ICSE. Because both are jointly sponsored.

The power move would be for SIGPLAN to "embargo" the release of official, camera-ready versions to the ACM DL for 12 months, but collect mere "final" versions on HotCRP and put them on arXiv immediately
