Calling it a parliament is too nice. A real parliament -- even the very rigid Westminster system in the UK -- doesn't have a president, certainly not a "bombs away any day I feel like it" one like the U.S.'s.

If it were a parliament it would be better! As it is, we have the bad features of parliamentary system (coherent RW party) without the good ones (party in power can actually affect policy and take responsibility).
