Charles Barkley's comments are pretty standard anti-establishment boilerplate. it's a sort of common sense screw the politicians argument that is appealing to a lot of people, but which (imo) is really wrong.
No there’s not at all this is bullshit. There’s no “sizable” about of people that really believe blacks shouldn’t vote. Where the fuck do u get that from

He gets it from the actions of the Republican Party

i'm pretty sure he gets it from the consistent history of white legislators, particularly in the south, attempting to disenfranchise their own black constituentshttps://youtu.be/hsxukOPEdgg

The fact that a sizable minority keeps electing people who actively are trying to reinstate Jim Crow and the population keeps voting for them says you're wrong and I'm really tired of people with pics like yours, among other things, misrepresenting a term from AAVE.

yeah; "i'm not antiblack" says the person with "antiblack" as their avatar.

The fact the GOP actively opposes making sure every last person who can vote gets to vote. Also various GOP people have said that if that were to happen the GOP would be doomed. And notice how they were losing their minds over Atlanta and Detroit voting.

The GOP literally once argued in court that "It's okay that we're suppressing the vote of black people, since we aren't doing it *because* they're black, but rather because black people vote Democrat" I shit you not, they literally used that in court.

There's enough people who believe this that laws are being enacted that will have that effect. What's the difference?

Do you think that's some fantastical thing that could never be true? Or do you remember that it's literally part of modern US history?
-
Modern history, like *this week* for f$&k's sake.
