Should be a way to do it with PS4 remote play from the PC and attaching a USB to the PS4 to pc and just using obs no capture card. Not 100% sure on it.

oh whaaa i saw there's a direct streaming thing from PS4 but not sure if all my notification things will work, worst case scenario I can just wait for capture card

It works with obs if you remote play the PS4. I had a successful test. No video capture card.
