They added an update, VRChat is a game and doesn't comply with those rules, but fulls under "Nudity and Sexual Content in Embedded Media and Games".

The rule still stands of not having nude avatars and running around in them or near nude e.t.c you’re in charge of what’s shown on your stream and are able to get banned for showcasing the wrong things.

yeah, but that was the case beforehand as well. Now people like Slick Richie don't need to modify their avatars to follow the changes.
