I mean... most VPN services require elevation for installation. How else are you supposed to block traffic when the VPN goes down? It obviously has to install a network driver.

the routing table would require elevation to modify as well no? I'm pretty sure both Linux and Windows' native VPN clients are all managed by elevated system process as well.
