In general I totally agree, but how is it relevant for the Android platform when you have to delete /data for a downgrade?

You don't *have to*, only if you want a functioning and fully bootable OS. The vulnerability in question is in the bootloader. Supposedly you don't have to erase /data to get far enough in the boot process to exploit it.
