An additional issue for New York is that when they leave the city, they also leave the state. Outmigration is -1M since 2010.

Perhaps if the state would get rid of rent control landlords might rent some of the tens of thousands of units that sit empty. A stabilized lease can never be broken. Apts sits empty for decades until the building can be torn down & replaced with “luxury,” uncontrolled buildings.
