How does arresting drug dealers fuel a surge in overdoses? I personally believe the opposite (e.g., our giving out 15,000 needles a day and releasing all the dealers leads to overdoses).

Addicts take the same drugs.. the prices stay high so dealers get rich. Put one dealer in jail another just takes their place. More people get killed and jailed, the same drugs get used and the criminals make more profit. They can't all be caught, of course. This risk is low.
