    The Tuesday before Christmas, Trump pardoned 4 frmr Blackwater security contractors convicted in a 2007 massacre of Iraqis. But he didn't pardon the fifth. He had pleaded guilty, cooperated and atoned. Says as much about Trump as it does about crime.
