This "provided that" is less true today than it once was. Installers from python dot org work well, and there's venv.
python is a very simple and accessible programming language that's good for beginners, provided that those beginners also have the years of linux sysadmin experience that's necessary to properly install python packages,

Code on a system that comes with it installed, like a true newb, then just rock and go.

sometimes you accidentally install a package into the system python and then, three years later, learn to regret this when you need to make one (1) bar chart using matplotlib
