This is not just about making the signs “pretty” or “delightful,” even though I don’t think these are optional for a world-class city.

The layout and typography makes these signs hard to process, and the scrolling text (of zero information) distracts from what matters most.

(Not to mention two side-by-side clocks disagreeing makes the signs even more confusing and untrustworthy.)

The Chicago signs are relatively new, I'd say. We didn't have e-signs at all a few years ago. I agree they're quite readable!
