Is it a skeumorphism or some unnamed(?) opposite concept that Twitter converts GIFs to videos but then doesn’t provide a play/timeline UI?

I can see how GIFs were originally quick, fleeting animations; playback controls would just be heavy and annoying.

Yep. Some you tap and they just…keep…going. And if you missed a bit that's just too bad. Wait until it loops back around.

But, there's already video processing going on at this point. Doing a check for length is probably trivial. Only give UI if say, >30sec.
