Don't get how original Windows designers thought the ctrl key had a better ergonomic position than alt. Is there a legacy reason? @mwichary
I believe that to be the case. IBM got some backlash after first Model F deviated from Selectric layout, and got cold feet.

Perhaps this is a good example of path dependence and the typewriter. Better than staggered keys and much better than QWERTY falsehoods.

That’s assuming Ctrl in the bottom left is better than next to A. I wonder if that’s been proved.
