Although the numbers don't seem to match their conclusions. It looks like copying the dial layout was faster and had less errors.

I can't find that study online anywhere. Apparently Netherlands was the first to implement touch-tone phones though.

And it isn't clear how their phone numbers were distributed before 1992. Maybe mostly starting with zero?
