I have never seen it in Polish internet communication, but I always thought it's easy to get the meaning from the context. BTW are normal smileys like :) or xD also used or only )?

Normal smileys are used a lot, the parenthesis-only form is just a widespread shorthand.

IIRC it stems from inconvenient placement of : in russian PC layout.
