They might mean to represent the opposite of what we assume today (moving the contents rather than moving the cursor).

If you have a window you want to scroll, you can always conceptualize it two ways: as moving the “virtual window” left, or as moving the content right. This is a similar issue as Mac OS’s “scrolling direction: natural” for trackpads.pic.twitter.com/2VRyHUkbTR
I imagine one set of arrow keys on this terminal could be a regular cursor/menu arrow keys, and the reversed set is window scrolling. (Even PCs has that, but it was buried under the Scroll Lock key.)
