That some people didn’t like something in 2017? I wouldn’t read too much into that.
No, that the conversations seem to entirely skip the cultural/emotional aspects of emoji.
The conversation you linked is not typical of the committee responsible for emoji, what you are seeing is a public comment. Feel free to browse more recent documents to get a sense of their breadth!

Comments do matter, but I fear you are reading too much into the spirit of these particular comments. And 2017 was so long ago!
