It’s sort of on a wrong side for that...
The board looks like something made for a business to keep track of keys to e.g., all rooms in a building. Maybe the golf course sometimes has a car valet service? Or, it could be used for something else entirely. Is it an off-leash dog park? Place to hang the leashes?
I wonder if there's any significance to the faded rings around them?
